The Office of Support Services, headed by Tiffani A. Johnson, Deputy Secretary of Support Services, is comprised of the following departments:

Tiffani Johnson

Deputy Secretary of Support Services

Serving as the Deputy Secretary of Support Services, Tiffani oversees the behind the scenes units that comprise the “backbone” of the Department of Juvenile Services (DJS).

As a distinguished Veteran with the United States Army, supporting others is second nature to Tiffani. Even after being wounded in combat and learning to overcome life-altering injuries, Tiffani has worked tirelessly to oversee agency-wide improvements through the procurement and implementation of cutting edge technology, the modernization of facilities, and ensuring that culturally appropriate items are available to the youth in DJS’ care.

Tiffani earned a dual Master’s in Business Administration (MBA) in Organizational Leadership & Design and Finance, in addition to a Master’s Degree and Bachelor’s Degree in Management, from Colorado Technical University.

Tiffani has additionally earned certifications through the Maryland Department of Transportation in contract management, as well as from the Maryland Procurement Academy as a Certified Maryland Procurement Associate.

Jeffrey G. Hughes

Chief, Office of Human Resources and Payroll Services

Jeff Hughes currently serves as the Chief of the Office of Human Resources and Payroll Services. He is a seasoned professional with over 30 years of experience in labor and management relations.

The Office of Human Resources (OHR) and Payroll Services oversees all comprehensive human resources operations. This includes strategic talent acquisition (recruiting, approving interview panels, and administering hiring efforts) and managing complex employee and labor relations, including hearing grievances, administering discipline, and working with union representatives through Memorandums of Understanding (MOU). The OHR team also ensures departmental compliance with all rules, policies, and directives from the Department of Juvenile Services (DJS) and the Department of Budget and Management (DBM). Employee Services under OHR includes approving Family and Medical Leave Act (FMLA) requests, coordinating health benefits, retirement, and accident leave, and providing critical HR training for all supervisors and staff. The Payroll Services unit is also a critical part of the Office of Human Resources, responsible for timekeeping functions, payouts, and compensation.

Cory Fink

Chief Operating Officer, Office of Information Technology, Data Management and Grants

Cory Fink

Cory Fink serves as the Chief Operating Officer within Support Services, where he helps fulfill the Department's mission of operational efficiency and streamlined work processes through a data lens. The position directly supports Deputy Secretary Johnson and the units within Support Services and directs and manages Departmental Grant Administration and the Support Services Data Unit. The Data Unit conducts robust analysis and reporting for Human Resources, Payroll, and Overtime Data, among others. Given his 27-year history with the agency, Cory serves as a subject matter expert in many disciplines, working with other DJS divisions and units. Cory earned his Bachelor of Arts degree in Sociology with a concentration in Criminal Justice from High Point University.

Michael Pryor

Chief Information Officer, Office of Information Technology

The Information Technology Unit comprises Network Operations, Telecommunications, Security Services, and Applications. Information Technology staff travel statewide to support the technology needs for all Department of Juvenile Services field offices and facilities.

Michael DiBattista

Chief Financial Officer, Office of Budget and Fiscal Services

The Accounting Unit performs all general accounting tasks including accounts payable, accounts receivable, payroll, employee leave accounting, and the statutory closing of the fiscal year for the department. The Accounting Unit also oversees the Youth Assistance Unit and Grants and Restitution.

The Budget Unit prepares the annual operating budget for the Department of Juvenile Services. The budget is prepared based on major programs, including all Headquarters, Regional Operations, and Support Services. The Budget Unit also monitors the spending of appropriated funds and provides review and approvals related to funding for major procurement activities.

Mathew Fonseca

Chief of Design and Facilities Management, Office of Design and Facilities Management

Mat Fonseca, Chief of Design and Facilities Management (CDFM), began his career in 1995 as a Youth Counselor at the Victor Cullen Academy. In 1999, he joined the Department of Juvenile Services (DJS) as a Case Management Specialist in Howard County, Maryland. Over his 26-year career with DJS, he has held various roles in both community and residential programming.

In Residential Services, he served as a Group Life Manager and Assistant Superintendent at the Victor Cullen Center during its reopening in 2006 and later as the Executive Director of Detention and Committed Programs. In the community, he worked directly with youth and families as a Case Management Specialist, Case Management Specialist Supervisor, Regional Director, and Executive Director of Community Services.​​​

Most recently, as the Chief of Design and Facility Management, he developed a deep appreciation for the importance of communication and collaboration between all departmental units. This experience reinforced his commitment to fostering a safe, supported, and caring system for youth, families, and frontline staff.

Mat holds a Bachelor of Science degree from Frostburg State University.​​​

Joseph Hester

Director, Office of Logistics

The logistics unit architects how the agency moves goods, services, and information from the point of origin to the final destination. It is a high-stakes balancing act between speed, cost containment, and reliability. Our mission is to provide leadership and best practices in managing property data and fleets. We also serve as the DJS textiles coordinator and liaison to the Office of Fair Practices Medical Accommodations and the Office of the Attorney General regarding matters of the Child Victim Act Task Force support. This department also maintains oversight for the statewide vending services contract with the MSDE Division of Rehabilitation Services (DORS). While being appointed as a member by the Governors Office as a correctional enterprises customer council member. This unit maintains high integrity support with a focus on operational excellence.

Brian Ritchey

​​Director, Office of Property

Brian Ritchey is a dedicated and hardworking professional currently serving as Director of Property. On November 11, 1996, he started with the Department of Juvenile Services as a Building Service Worker and steadily advanced through multiple classifications, supporting operations across five facilities. Brian has developed expertise in facility maintenance, including preventative and corrective maintenance, work order management, regulatory compliance, and overseeing office renovations and facility improvements.

Brian is also highly skilled in logistics and has played a key role in managing inventory, procurement, and supply distribution across multiple sites. He helped implement the WASP inventory tracking system in the Western Region to improve accountability and efficiency. 

Outside of work, Brian has dedicated over 25 years to coaching youth in a variety of sports, including his own children, who have achieved much success in life. He also demonstrates a strong commitment to mentorship and community involvement. Brian is a graduate of Beall High School.

Collette Coleman-Price

​​Director, Office of Capital Planning, Design, and Leasing

The Capital Planning, Design, and Leasing Unit (CPDLU) is responsible for coordinating the development and implementation of the department’s Capital Improvement Program (CIP). Additionally, the unit manages all real estate leases and lease enforcement for DJS regional offices throughout the State.

The scope of proposed capital projects within the CIP is comprehensive, encompassing land and building acquisition, demolition, design, renovation, new construction, and equipping new facilities.

Katrina Henry

Chief of Contracts, Office of Contract and Business Services

Katrina Henry

Katrina Henry serves as the Chief of Contract and Business Services, bringing twenty-one (21) years of specialized experience in contract management. A results-driven leader, Katrina oversees a vast portfolio of million-dollar contracts and agreements, driving operational excellence by aligning complex procurement strategies with overarching agency goals. She leads a high-performing team of certified administrative professionals, fostering a culture of precision and efficiency.

Katrina’s expertise spans the entire contract lifecycle, with a proven track record in standardizing compliance frameworks and maximizing operational output. She holds prestigious industry credentials, including the MDOT Contract Management certification, and is a Certified Maryland Procurement Associate (CMPA) and Certified Maryland Procurement Officer (CMPO).

Beyond contract management, Katrina directs essential business service operations, including the Corporate Purchase Card (CPC) program, travel, and tuition reimbursement. She is a dedicated champion of equity in government spending, ensuring rigorous agency compliance with Minority Business Enterprise (MBE), Veteran-Owned Small Business Enterprise (VSBE), and Small Business Reserve (SBR) programs.

Ronald Colbert

Director, Office of Procurement

Ronald Colbert serves as Director of the Office of Procurement, leading all procurement activities in support of the Department of Juvenile Services (DJS) mission and strategic objectives. The Office of Procurement manages the procurement process for commodities, facility maintenance, janitorial services, information technology, inter-agency agreements, and professional services. All activities are conducted in compliance with applicable laws, regulations, and DJS policies.

Ronald directs a team of procurement professionals who provide technical assistance, guidance, and training to facility and area office staff. The Office of Procurement is committed to upholding sound business practices, using strong internal controls and accountability measures to ensure transparency, integrity, and compliance throughout the procurement process.

Ronald holds a Master of Business Administration from the University of Maryland and a Bachelor of Science in Accounting from Neumann University. He is a Certified Maryland Procurement Officer (CMPO) through the State of Maryland Procurement Academy and earned a Contract Management Certification from the Maryland Department of Transportation (MDOT).

Brian Anderson

Acting Director, Office of Professional Training and Education

Brian Anderson is the Acting Director for the Professional Training and Education Unit. PTEU is responsible for the supervision, coordination, and delivery of entry-level and in-service training programs for the Department of Juvenile Services. The unit is also responsible for providing staff development and process enhancements in accordance with the Maryland Police and Correctional Training Commission regulations and departmental policies by providing efficient programs and services. 

Brian has over 20 years of experience in providing outstanding training to both managers and employees. Mr. Anderson joined the Department of Juvenile Services (DJS) in 2007 when he was hired by the Professional Training and Education Unit (PTEU) as an Employee Training Specialist. He received the Maryland Police and Correctional Training Commissions Instructor of the Year Award and has also received two Secretary Citations (July 2007 and October 2016) – both for Outstanding Performance. Mr. Anderson is an alumnus of Morgan State University, where he received his Bachelor of Arts degree in Sociology.
