About the Juvenile Services Education Program (JSEP)

JSEP's mission

It is the mission of the Juvenile Services Education Program to provide a world-class education that prepares all students to be career and college ready. Hallmarks of the program include:

About the program

The Juvenile Services Education Program (JSEP) is an independent education program housed in Maryland’s Department of Juvenile Services (DJS). 

JSEP provides comprehensive educational services to all students in DJS detention and residential facilities. Students attend school six hours daily, year-round, and coursework is aligned with Maryland State Department of Education (MSDE) standards. Each student is enrolled in classes that meet their graduation requirements.

Personalized learning approach

At JSEP, individualized education plans are created for each student—plans that build on students’ strengths and prepare them for continued success and positive engagement in their communities.

Class sizes are small and often co-taught, providing teachers with a unique opportunity to meet the needs of each student. Students are pre-tested upon entry to assess baseline academic skills, and teachers use these results to design specialized learning plans and guide daily instruction.

Students in JSEP have access to a wide range of educational opportunities and supports, including:

  • Core academic instruction aligned with MSDE graduation requirements
  • Career and Technology Education (CTE) certifications
  • GED preparation and completion
  • Specialized instruction and special education services
  • School counseling support
  • Post-secondary opportunities
  • Library/media services
  • Life skills instruction

Governance and structure

The Juvenile Services Education Program (JSEP) and its Board operate as an independent unit within the Maryland Department of Juvenile Services (DJS).

The JSEP Superintendent is responsible for implementing and administering educational programs approved by the JSEP Board, while DJS provides support services to the unit.

Transition to DJS Leadership

As of July 1, 2022, responsibility for implementing educational programming transferred from the Maryland State Department of Education (MSDE) to DJS. This transition was carried out collaboratively to ensure continuity and success.

JSEP continues to support Board activities and assess operational needs to ensure the delivery of high-quality education for all students.
