Juvenile Services Education Program (JSEP) Announces New Superintendent
BALTIMORE, Md. – After a national search, the Juvenile Services Education Program (JSEP) is announcing the appointment of a new Superintendent of Schools.
Dr. David Pinder brings over 25 years of experience as an educator, public school administrator, and advocate for the academic success of youth, especially those who have had contact with the justice system. His diverse background in academia includes specialized magnet schools in STEM and the Arts, to alternative models of education specifically designed for students with special needs and intellectual disabilities.
He most recently served as the Instructional Superintendent in DC Public Schools, where he has held a variety of leadership positions, including Chief of Leadership Development, Executive Director of New Leaders in Washington, DC, preparing future administrators for urban school leadership, and was an adjunct professor at Johns Hopkins University and American University. He has consulted with numerous districts and partners across the country on how to develop strong human capital systems for building sustainable pipelines for student success.

JSEP provides individualized, high-quality education to young people in the care of the Maryland Department of Juvenile Services, including those in detention and residential facilities. Operating as an independent education agency within DJS facilities, JSEP is committed to helping each student reach their full academic potential while preparing them to successfully reengage with their communities. Under the leadership of Superintendent Dr. Pinder and with the support of dedicated teachers and staff, JSEP continues to serve as a critical part of each young person's rehabilitation and growth.

The JSEP Board provides governance and oversight to ensure the quality, effectiveness, and integrity of educational programming within DJS facilities. The Board works in partnership with the Superintendent to set vision and strategy, review performance data, and support innovation in teaching and learning.
